In general terms a wastegated turbo in comparison to a non wastegated turbo (similar final boost & rotor speeds) will achieve boost faster but will limit final boost & rotor speed to safe limits.

A compressor map would best illustrate this...

I will see if I can find the link to the Cummins Turbo website that best describes the wastegate vs nonwastegate (fixed geometry)

A wastegate lets you run a smaller housing without choking the engine at higher rpm.
The result if you size it correctly is boost down lower and more top end.

Non-wastegated turbos are much more of a compromise.
