I have a vacuum pump/PS pump off of a Dodge ram and i am using vacuum boost for my brakes. The PS pump has a high pressure fitting and two return lines. I have one plumbed for my power steering, but i'm not sure what to do with the other port. Can i just block it off? if i can, anyone got a good way to do so?

The other port was for hyd boost set up and the best thing to do is intall a T fitting and tie is back into the p/s ,or you could just block it off.

is there something in particular i should use as a plug? I kind of like the T idea, if i can't figure out a good way to plug it i will probably go that route.

Is there a possibility to use this for a snow plow?

probably. it's just a low pressure return line. I'm not familiar with how a snow plow is plumbed, but i would think it would be similar to hydroboost. one high pressure line going to both the steering and the plow, and a separate return line coming back from each.
